More than 40 years on, this radio station is still fighting to modernise

He was part of the founding of City Park Radio, a community radio station started 40 years ago.

Back then, the only stations in Launceston were AM stations that played top 40 pop hits. Mr Sayer wasn’t happy about this.

“What I was missing was the music. I wasn’t happy with the pop music scene at the time, and I wanted to hear more,” he said.

“ABC FM, which came out Sydney was national and they did some really different programs.

“It wasn’t pop; it was album shows, jazz and obviously classical and things like that. That got me interested.”

Around that time, a group was trying to get a community radio station up and running.

Despite having no idea at the time what community radio was, Mr Sayer was interested.

Hobart and other major cities had community stations, but they were almost unheard of in regional communities.

“There was a group that formed an interest committee, there was a core of technical radio people who worked for Telecom[Telstra] as it was back then,” he said.

“They had the technical expertise. Then they started attracting people with programming and music interests.

Mr Sayer went to his first meeting in 1978.

From there, the group started putting the station together.

They didn’t have a premise or a licence, but still started working on a program guide for the week.

The first test broadcast was done out of the back of Kevin Hendrix’s home, a Telstra worker.

“He was a whiz electronics guy who had no interest in presenting, but he just wanted to build the equipment,” he said.

“He had a big aerial in his backyard. I remember he had a big tower in his backyard. He was a radio nut.”

In 1982, the group hired a caravan and ran a test broadcast on Juliana Street on the hill in West Launceston for an entire week to see if there were any coverage gaps.

The group broadcast on an FM frequency, becoming the first in Launceston to do so.

FM offered superior sound quality to AM because it used a wider bandwidth.

“The test transmissions really generated interest in the public, because all of a sudden they were tuning into FM,” Mr Sayer said.

“We were breaking new ground, and people were getting interested because of the sound quality.”

Competing interests and a regime change

In 1983, the group applied for a broadcasting licence.

However, Bob Hawke’s election win replaced Malcolm Fraser’s government, and that meant dealing with a new Department of Communication.

“We had to go back to the drawing board and resubmit the application and all this stuff,” he said.

At the same time, the group was going back and forth with the Department of Communication, and another setback emerged.

A local church also wanted a broadcasting licence, complicating matters.

“We were virtually competing for that one licence, which just complicated the issue from the Department of Communications’ point of view,” Mr Sayer said.

“A long story short, in the end, they held a community consultation in Launceston and invited people to speak about the different licenses.

Since then, the community station has grown and grown.

They moved into the cottage in City Park, thanks to the then-Mayor Don Wing, and renovated the stables, which weren’t heritage-protected.

Through extensive fundraising and community support, they built a studio that is the envy of community stations across the country.

“Lamington drives, pushing wheelbarrows around pubs on a Saturday night, applying for grants, lots of fundraising. And of course, the labour was 99 per cent voluntary,” Mr Sayer said.

Mr Sayer said there have been two highlights during his time at City Park Radio: the community connection and the technological change.

Instead of vinyl records taking up shelf space, they use USBs, and instead of recording onto tape, they can record digitally and cut audio in a second.

“We had to get the weather report by picking up the phone, calling the Weather Bureau and writing down the weather forecast as the guy recited it down the phone,” he said.

But despite how far the radio station has come, they are now fighting a new battle.

As they did when they started, City Park Radio is now advocating for northern Tasmania to modernise.

Having DAB+ in Northern Tasmania would mean listeners can access free-to-air digital radio services at home, or on the move in cars across the south and the north of Tasmania.

Celebrating it’s 40 year anniversary on April 14, Mr Sayer said he was pleased with all the station had accomplished.

“There are a lot of community stations that have also celebrated 40 years, so we’re not the only ones, but it’s still a milestone because there are a lot of stations that haven’t made 40 years,” he said.

“We’re really proud of what we’ve got, and we’ve worked hard to get what we’ve got, and a lot of it’s all been volunteers.
« Nous sommes vraiment fiers de ce que nous avons, et nous avons travaillé dur pour l’obtenir, et une grande partie du travail a été bénévole.

“A lot of people who are not here anymore, because they have passed on, these facilities are here because of the hard work from hundreds of people over 40 years.”
